She’s from the manga/anime Dr. Slump. Even though I’ve never actually read or watched it. She also makes a cameo appearance in the original Dragon Ball series and is also a playable character in Dragon Ball Z Budokai Tenkaichi 3.

While this aged poorly, this was back when Warner Bros. decided to offer Coyote vs. Acme to other distributors in response to the backlash against their decision to write it off, and when I said it aged poorly, I meant Warner Bros. was dissatisfied with the offers since they didn't match their price.
